Safety at high schools in Eastern France: launch of the Horus program
Horus, a key program for protecting public high schools
Ensuring the safety of schools has become a priority in the face of evolving risks. To meet this challenge, the Horus* program, supported by the French Ministry of Education, is organizing the security of public high schools in the Grand Est region.
Since the merger of the Alsace, Champagne-Ardenne and Lorraine regions in 2016, the Grand Est covers ten départements and nearly six million inhabitants over 60,000 km².
This configuration places high demands on the protection of the facilities. The 255 public high schools involved must guarantee the safety of people and property, while complying with regulatory standards.
The program is based on the standardization of technical systems (video protection, access control, alarms) and the upgrading of existing installations.
The Grand Est region awarded the contract to Ineo Infracom, as principal, and Ineo ITE, as co-contractor, for their expertise in cabling and critical infrastructure planning.
The aim: to establish a uniform safety culture across all public high schools.
The project was awarded to 6 service providers, including Ineo Infracom, and the Region will be responsible for allocating the number of high schools managed by the service providers.
Grand Est: 150 high schools secured in 6 years with the Horus program
Work will include the installation of a VMS (Video Management System) supervision system, video protection cameras, anti-intrusion and access control devices, and the integration of PPMS (Plan Particulier de Mise en Sûreté) systems .
Teams will also manage fire alarms and remove non-compliant equipment.
Nearly twenty-five employees will be mobilized to guarantee the quality and conformity of the installations.
School safety: a strategic project for the region
This program represents a strategic investment in the safety of educational infrastructures and the protection of users. Key figures illustrate its scale: 255 high schools involved, six months of studies mobilizing three people, six years of work involving twenty employees.
Over and above the technical aspects, this initiative contributes to strengthening the resilience of schools in the face of risk, and to guaranteeing educational continuity in a secure environment.
*The Horus program is a module / domain controller for the administrative network of a school or academic department set up by the French Ministry of Education and deployed across all public establishments.
