Heating Assistance for Multi-Family Residential and Commercial Buildings
Heating Assistance for Multi-Family Residential and Commercial Buildings
Overview of the Program
The Heating Assistance Program for Multi-Family Residential and Commercial Buildings is a program designed to provide financial incentives to owners or managers of multi-family residential and commercial buildings to replace their coal-fired heating or domestic hot water systems, with oil or gas systems in favor of—where possible—a connection to a district heating network powered primarily by renewable or recovered energy; or, failing that, if such a connection is technically or economically unfeasible, to install heating or domestic hot water systems that do not use coal or fuel oil.
This measure was established by thedecree of July 12, 2022, published in the Official Journal on August 3, 2022, establishing incentives for energy-saving projects under the Energy Savings Certificates program and creating a “Heating Assistance for Multi-Family Residential and Commercial Buildings” charter. It amends the decree of December 29, 2014, regarding the implementing rules for the Energy Savings Certificates program. The program was amended by the decree of October 22, 2022.
Our Offer
Equans (AXIMA Concept) can assist you in implementing energy efficiency measures in your commercial buildings. Equans (AXIMA Concept) offers to enhance the following standardized projects covered by the Heating Assistance Program for Multifamily Residential and Commercial Buildings:
- BAT-TH-113 “Air-to-water or water-to-water heat pump,” for the installation of an air-to-water heat pump;
- BAT-TH-113 “Air-to-water or water-to-water heat pump,” for the installation of a water-to-water heat pump;
- BAT-TH-127 “Connection of a commercial building to a district heating network”;
- BAT-TH-140 “Air-to-water or water-to-water absorption heat pump”;
- BAT-TH-141 “Air-to-water gas-powered heat pump”;
- BAT-TH-157 “Collective biomass boiler.”
Are you eligible?
Our program is designed for owners and managers of commercial buildings who are funding energy-saving projects.
To qualify, you must meet all of the following eligibility requirements:
- your building has been in existence for more than two years;
- the equipment installed qualifies for one of the standardized project profiles according to the conditions detailed below;
- a coal-, fuel oil-, or gas-fired boiler is removed as part of the project;
- work must begin (signing of the estimate) no later than December 31, 2025;
- work must be completed (invoice issued by the installer) no later than December 31, 2026.
Eligible Transactions and Requirements
The work involves replacing coal-, fuel oil-, or gas-fired heating or domestic hot water systems with:
1. whenever possible, a connection to a district heating network powered primarily by renewable or recovered energy (in its current state or as part of an approved project), implemented in accordance with the standardized project sheet BAT-TH-127 “Connection of a commercial building to a district heating network”;
2. or, failing that and provided that justification has been obtained from the district heating network operator confirming the technical or economic impracticability of the connection (in the case of a geographic area not covered by a district heating network, the applicant should contact the nearest district heating network, which will then certify the technical and economic infeasibility of the connection), the installation of heating or domestic hot water production equipment that does not use coal or fuel oil, specifically involving the installation of:
-
a) an air-to-water or water-to-water heat pump, in accordance with the standardized operation sheet BAT-TH-113. The coefficient of performance (COP) of the heat pump with a nominal thermal capacity greater than 400 kW is greater than or equal to 3.5;
b) or an air-to-water or water-to-water absorption heat pump, in accordance with the standardized operation sheet BAT-TH-140. The coefficient of performance (COP) of the heat pump with a nominal thermal capacity greater than 400 kW is greater than or equal to 1.6;
c) or an air-to-water gas-powered heat pump, in accordance with the standardized operating sheet BAT-TH-141. The coefficient of performance (COP) of the heat pump with a nominal thermal output greater than 400 kW is greater than or equal to 1.6;d) or a communal biomass boiler, in accordance with the standardized operation sheet BAT-TH-157.
Premium Amounts
By contacting Equans (AXIMA Concept), you will receive a premium rate in euros per MWh cumac. The premium in euros paid by Equans (AXIMA Concept) will correspond to this rate multiplied by the CEE volume in MWh cumac calculated using the formulas below.
In the case of a connection to a district heating network powered primarily by renewable or recovered energy, the CEE volume applied to each building is as follows:
In the case of the installation of heating or domestic hot water systems, the CEE amount determined by the CEE form is multiplied by the following coefficient:
How to Obtain It
To receive your enhanced bonus, you must follow these steps:
- Verify that you are eligible.
- Select the transaction you wish to perform.
- Contact Equans (AXIMA Concept) or one of its partner installers.
- Sign the contract or agreement committing Equans (AXIMA Concept) or its partner installer to pay you the enhanced rebate associated with the work performed.
- Sign the quote provided by a professional installer.
- Have the work performed by the installer. Please note: In addition to the items required in each standardized project form, the invoice must explicitly mention the removal of the existing equipment, specifying the heating fuel (coal, fuel oil, or gas) and the type of equipment removed. If connection to a district heating network is not possible, the network operator (for the sector or the one geographically closest) must provide justification for the technical or economic impossibility of the connection in the form of a sworn statement.
- Submit the documents (invoices, affidavits, etc.) to Equans (AXIMA Concept) or its installation partner by the specified deadline.
Equans (AXIMA Concept) will then approve your application and pay your rebate via bank transfer. The rebate can also be deducted directly from the partner installer’s invoice if the installer offers this option.
Additional Actions to Be Taken
Equans (AXIMA Concept) can also assist you with other energy efficiency initiatives in your commercial buildings, such as the implementation of:
- a building management system;
- control systems for a refrigeration unit that allow for floating high and/or low pressure;
- a heat recovery system for a refrigeration unit;
- an electronic variable-speed drive system for an asynchronous motor;
- an air destratification system for homogenizing the air temperature in a high-ceilinged room heated by a convective and/or radiant system;
- insulation on an existing hydronic heating system or domestic hot water system, located outside the heated space, for an existing district heating system maintained at a constant temperature (closed-loop or trace);
- covers for insulating specific points on an insulated hydraulic heating and/or domestic hot water system, located in a substation or boiler room for a central heating system.
Other Existing Assistance Programs
In addition to the Heating Assistance Program for Multi-Family Residential and Commercial Buildings, there are other complementary assistance programs for commercial buildings, such as those offered by ADEME and its Fonds Chaleur, and the Energy Savings Loan.
