At Axima Réfrigération, we offer customized support to simplify the management of your legal obligations.
Our team of national experts, supported by regional representatives, guides you through every step to ensure the compliance and safety of your refrigeration systems.
F-Gas: Meet the New Regulatory Challenges
Understanding the F-Gas Regulation
The F-Gas Regulation aims to reduce emissions of fluorinated greenhouse gases by limiting the use of certain refrigerants with high global warming potential (GWP) and by encouraging the adoption of more sustainable practices and technologies. Refrigerants such as R-404A, R-410A, and other hydrofluorocarbons (HFCs) are being phased out or subject to strict restrictions.
Effective March 11, 2024, the new European Regulation No. 2024/573 (F-GAS III) tightens the measures of previous versions of the F-Gas Regulation and accelerates the transition timeline.
The goal? To support the European Union’s goal of reducing greenhouse gas emissions by at least 55% by 2030—compared to 1990 levels—and its goal of achieving carbon neutrality by 2050.
How does Axima Refrigeration support you?
We advise you on the most appropriate technologies to comply with new regulations. With many years of experience, we are experts in the use of alternative low-GWP refrigerants.
These environmentally friendly solutions offer optimal performance while reducing your carbon footprint.
In-Service Monitoring of ESPs: Ensure the Safe Operation of Your Refrigeration Systems
What are the DESP regulations and in-service monitoring of pressure equipment?
The DESP regulation (Pressure Equipment Directive) refers to Directive 2014/68/EU, which establishes the normative and regulatory requirements for the design, manufacture, and placing on the market of pressure equipment in the European Union.
It aims to ensure that such equipment poses no danger to people, property, or the environment. In France, a national decree further governs the in-service monitoring of pressure equipment: the Ministerial Decree of November 20, 2017, supplemented by the Professional Technical Manual (CTP).
It imposes several obligations on operators, including the creation of an operating file, an initial inspection, the drafting of an inspection plan, and periodic inspections and re-certifications. In the event of non-compliance, you may be subject to penalties (fines, daily penalty payments, shutdown of the facility, etc.).
Our support for the in-service monitoring of pressure equipment
We help you navigate legal requirements with turnkey support that ensures the safety and compliance of your fleet of pressure refrigeration equipment.
We offer a comprehensive range of services, including:
- Refrigeration Equipment Inventory: In accordance with Article 6 of the decree of November 20, 2017, we conduct a comprehensive inventory of refrigeration equipment.
- Operational Records: Establishment of the documentation structure necessary for monitoring pressure equipment during operation. Inspection Plans: Development of detailed inspection plans.
- Initial and Periodic Inspections: Inspections prior to commissioning and at the intervals required by regulations.
- Periodic Requalification: Assistance during periodic requalifications conducted by the authorized body.
ICPE: Ensure the Safety of Your Classified Facilities for Environmental Protection
What are ICPE regulations?
Classified Facilities for Environmental Protection (ICPE) are industrial or agricultural facilities that, due to their activities, may pose risks to the environment and human health.
Depending on the severity of the risks and the potential negative impacts they may cause, these facilities are subject to either a declaration, registration, or authorization by the competent authorities.
Facilities equipped with refrigeration systems may be classified as ICPE when these systems use large quantities of refrigerants such as fluorinated greenhouse gases (heading 1185) or ammonia (heading 4735).
Our ICPE Support
We assist operators subject to ICPE categories 1185 and 4735 to help them comply with current regulations.
Section 1185. Fluorinated greenhouse gases or ozone-depleting substances
- Preliminary audit.
- Preparation of specific applications.
- Support with administrative procedures involving government agencies.
Section 4735. Ammonia
- Preliminary audit.
- Establishment of the documentation structure.
- Assistance in drafting procedures.
- Feasibility study for the installation of ammonia (NH₃) detection systems.
- Annual inspections.
Tertiary Decree and Decree of July 28, 2020: Ensure the Energy Efficiency of Your HVAC Equipment
What are the Tertiary Decree and the Decree of July 28, 2020?
In response to climate challenges, European Directive 2018/844 sets out the broad outlines of the energy transition in the building sector, strengthening energy efficiency requirements. In France, the Tertiary Sector Decree, which took effect in 2019, requires commercial buildings to achieve substantial energy savings.
To support this energy transition and ensure the performance of these systems, the decree of July 28, 2020, established a requirement for periodic inspections of thermodynamic systems and ventilation systems combined with heating systems with a capacity exceeding 70 kW. Cold rooms, cold storage facilities, and other production facilities must undergo periodic inspections conducted by COFRAC-accredited professionals.
These inspections ensure that the equipment operates optimally and complies with current regulatory requirements. By detecting potential issues and proposing corrective measures, the inspections help reduce buildings’ energy consumption.
Our support for your thermodynamic systems and Joule heating systems >70 kW
Given these new requirements, it is essential to rely on experts to ensure your equipment remains compliant.
Our regulatory support service guides you through every step: ·
- Preliminary audit: inventory of the relevant equipment.
- Implementation of the HVAC logbook: an essential document for tracking the performance of your systems and streamlining administrative procedures.
- Regulatory inspections: Receive assistance during your inspections.
Tailored support for your specific needs
We provide support to ensure compliance with specific standards and directives, such as the NF EN 378 standard, the ATEX directives, and the Pressure Equipment Directives (PED).
