The City of Le Breuil Installs Energy-Efficient and Smart Street Lighting
The City of Le Breuil (71) and Ineo Réseaux Est—a subsidiary of Equans France—signed an Energy Performance Contract in May 2020 for a term of 12 years. Ineo Réseaux Est’s initial commitment is to maintain a minimum of 65% energy savings compared to the annual baseline consumption set at 436,449 kWh. The teams converted 825 of the city’s streetlights to LED technology, achieving spectacular results as early as the first year following the work. Thanks to the renovation of its public lighting system, the City of Le Breuil achieved 80.5% in energy savings.

With a public lighting system that had become outdated and energy-intensive, the City of Le Breuil needed to take new measures and consider a complete renovation. Before the work was carried out by Ineo Réseaux Est, annual streetlight electricity consumption was estimated at 436,449 kWh*. Following the work performed by Ineo’s teams between June 1, 2020, and May 31, 2021, consumption across the system dropped to 84,787 kWh—a 80.5% reduction in energy consumption related to public lighting! This significant reduction was also made possible by preliminary studies: an on-site pre-audit, extensive discussions with municipal authorities to propose customized solutions, and internal optimization of the power ratings of the LED fixtures.
A remotely managed LED lighting system
The 825 light fixtures—including 88 brand-new streetlights—that illuminate the municipal roads in La Ville du Breuil have been upgraded to LED lighting. The city chose to install a remote management system consisting of a remote management unit for each light fixture and a module in the control cabinet. This technology has three objectives: to optimize energy savings through optimized dimming scenarios; to transmit maintenance data in real time; and to serve as a connector for potential third-party services (cameras, sensors, festive lighting, etc.).
As a result, the City of Le Breuil’s streetlight system is scalable and adaptable. Thanks to this remote management system, each light fixture can be controlled remotely, allowing for the programming of optimized dimming schedules for streetlights based on the habits of the city’s residents and users.
“One of the advantages of remote management is that it allows for dimming without necessarily turning the lights off. This is a beneficial option for safety, residents’ comfort, and the longevity of the LEDs!” emphasizes Paul Martinet, project manager at Ineo Réseaux Est.
At least a 65% annual reduction in energy consumption over 12 years
The Energy Performance Contract (EPC) signed in 2020 commits Ineo Réseaux Est to maintaining energy savings of at least 65% each year.
Ineo Réseaux Est has optimized the wattage of the renovated lighting fixtures and implemented a comprehensive dimming plan while complying with the EN 13201 standard, all “to optimize and exceed the established 65% energy savings commitment.” ” says Paul Martinet.
Digital Technology for Energy Efficiency
To best support the City and build a relationship of trust, Ineo Réseaux Est has also deployed two high-performance tools and trained the staff of the City of Le Breuil on how to use them:
- Nextcity CMMS: Computerized Maintenance Management System software to track the maintenance of facilities. This software is interconnected with the remote management system to receive real-time reports of any malfunctions directly in the Nextcity CMMS.
- Smarteo (by SCLE SFE, a brand of Equans): software for tracking the city’s energy data cabinet by cabinet and hour by hour.
An Architectural and Athletic Heritage That Is Environmentally Friendly
After street lighting, it’s time to turn the spotlight on the city’s cultural landmarks. The City of Le Breuil has enlisted the help of experts from Ineo Réseaux Est to illuminate its monuments and convert the lighting at its two stadiums, tennis courts, and pétanque courts to LED. At one of the city’s stadiums, a control box will be installed that will allow the lighting to be reduced to 50% of its power when the sports facilities are used for training sessions and restored to 100% during games—all with the push of a button.
