In Toulouse, the Toulibeo network reflects a growing enthusiasm for electric vehicles
To mark its 4th anniversary, Toulibeo looks back on its journey and the evolution of electric mobility in Toulouse. In just a few years, this public street-side charging service has established itself as a key player in the local energy transition. This symbolic milestone provides an opportunity to both reflect on the progress made and outline the prospects for future mobility in the metropolitan area.
Electric mobility is becoming part of everyday life for Toulouse residents
Launched in 2021, Toulibeo has since established itself as the leading private operator of public street charging stations in metropolitan France. Led by Bouygues Energies & Services, a division of Equans France, in partnership with the Banque des Territoires, under a 15-year contract with Toulouse Métropole, the project has established a true public electric charging service with a clear mission: to facilitate and make electric vehicle use more accessible to the residents of Toulouse.
With 68 stations and nearly 270 charging points deployed across Toulouse, Colomiers, and several surrounding municipalities, Toulibeo caters to a variety of needs:
• Destination charging (in the city center),
• Fast charging (along the urban area’s main thoroughfares),
• And ultra-fast charging (on the outskirts for long-distance trips).
A local model that inspires other regions
Toulibeo is not just a metropolitan player: it is also the pioneer of Elinvest, an initiative led by Equans, the Banque des Territoires, and TIIC to accelerate the deployment of electric mobility among local authorities such as major French metropolitan areas and energy consortia.
This model, developed and tested in Toulouse, is now being rolled out in other regions with the goal of creating robust EV charging networks tailored to local conditions. The current network was designed to adapt to growing demand: it allows for expansion, monitors the risk of saturation, and follows a controlled growth strategy that ensures service quality over time
By 2030, Toulibeo aims for 582 million carbon-free kilometers, representing an estimated reduction of 52,000 metric tons of CO₂ across the metropolitan area.
Toulibeo’s success is based on close collaboration with the metropolitan authority and elected officials, which has made it possible to install the charging stations in the right locations and meet users’ needs. “This success reinforces our ambitions with Elinvest: to support other French metropolitan areas in developing electric mobility,” says Guillaume Male, Director of the Elinvest program.
