High School Safety in the Grand Est Region: Launch of the Horus Program
Horus, a key program for the protection of public high schools
Ensuring the safety of schools has become a priority in light of evolving risks. To address this challenge, the Horus Program*, led by the French Ministry of Education, is organizing security measures for public high schools in the Grand Est region.
Since the merger of the Alsace, Champagne-Ardenne, and Lorraine in 2016, the Grand Est region has covered ten departments and nearly six million residents across 60,000 km².
This setup places high demands on school security. The 255 public high schools involved must ensure the safety of people and property while complying with regulatory standards.
The program is based on the standardization of technical systems (video surveillance, access control, alarms) and the bringing of existing facilities into compliance.
The Grand Est Region has awarded this public contract to Ineo Infracom, the lead contractor, and Ineo ITE, a co-contractor, for their expertise in cabling and the planning of critical infrastructure.
The goal: to establish a consistent security culture across all public high schools.
This project was awarded to six service providers, including Ineo Infracom; the Region will receive a breakdown of the number of high schools managed by each provider.

The projects include the installation of a VMS (Video Management System), the installation of video surveillance cameras, intrusion detection systems, and access control systems, as well as the integration of the systems PPMS (Specific Safety Plan).
The teams will also manage fire alarms and remove non-compliant equipment.
Nearly twenty-five employees will be mobilized to ensure the quality and compliance of the installations.
School Safety: A Strategic Priority for the Region
This program represents a strategic investment in securing educational infrastructure and protecting users. The key figures illustrate its scope: 255 high schools involved, six months of research involving three people, and six years of work involving twenty staff members.
Beyond the technical aspects, this initiative helps strengthen the resilience of schools against risks and ensure educational continuity in a secure environment.
